feat(ci): add automatic translation-sync bot for en/it docs

Ports the PR-triggered translation agent from ns8-docs: detects new or
changed English/Italian doc content and uses GitHub Models (GPT-4o) to
auto-generate the missing-language counterpart, committing it back to
the PR.
