Pin neuroconv to 0.6.3 in all environment files. v0.6.3 is identical to v0.6.2 (re-release for automated upload testing).
dandi 0.73.x uses instance name 'dandi-staging' which maps to env var DANDI_STAGING_API_KEY. dandi 0.74+ uses 'dandi-sandbox' which maps to DANDI_SANDBOX_API_KEY. Set both for compatibility.

v0.6.3 is identical to v0.6.2 (re-release for automated upload testing per release notes). No code changes needed beyond the version bump.
