Dependencies - linking in Mod section does not work (well)

Describe the bug
The Mod section - when using the dependencies to link a mod to load after another mod does not move well at all, or sometimes not at all.

To Reproduce
Try to link a dependency in the Mod section for one mod to load after another.

Expected behavior
It should quickly move up or down, scrolling through all the mods installed. That's how it used to be on the hold version.
