Adding mod produces "accept change" for another mod

Searching for %appdata%/vortex does not find anything on my PC - I have to search for vortex1. It might be obvious to computer literate people, but not lots of us.

Describe the bug
Adding a mod - in this case "Missing Follower Dialogue edit"
a file conflict appeared - with Relationship Dialogue Overhaul "RDO"
I made it load after RDO
I then got a file update notice to accept changes to RDO
This should NEVER have happened - no changes were made to RDO
This is not unque to this single case - it is relatively common.

To Reproduce
explained above

1. add or update mod
2. has mod conflict so load order is set - eg loads before, loads after
3. then produces a change request for the overwritten mod - which should not have been touched

Expected behavior
The newly updated mod should simply load after RDO when instructed to do so. Other than being overwritten in load order, RDO is not involved in this particular mod update. What happens if I decide to remove Missing Follower dioalogue edit? - it will not want to revert RDO (I've tried similar and it does not)
