Would it be possible to make the circuit files available under some open-source license (after obtaining agreement from all authors), e.g., the MIT license? Or an even more liberal choice would be CC0, but it's not OSI-approved, so if you feel that CC0 is a good idea, then I suggest dual-licensing under "MIT or CC0".
My assumption here is that you make the circuits available so that people can use them freely in both research and production, but not having a proper license may be problematic if people want to use them in cryptographic software.
