Higher priority settings cannot override doc format when using a custom template path

Describe the bug
In my remote host settings, I use a custom doc template. I set up a workspace for a different python project on the remote host, and I want to use a standard doc format for that workspace. However, this does not work because the workspace is inheriting the custom template option from the remote settings, which overrides the docstringFormat option.
