Right now the Scylla workflows take a while and are messy.

Acceptance Criteria

• Workflows condensed and focus on runtime speed

Proposed Solution

• Combine scylla checks, build, and test into one file with various jobs to do.
• Make sure scylla stuff only runs when scylla is edited
• Make sure linter/prettier only runs when client is edited.
