Include guidance for users looking for a unit ontology

They still accept new term request and add the term. But generally, you need contact the UO contact person directly.

UO has been confirmed to still be active; they say they will address GitHub issues soon.

Could this issue be re-opened?

Though it may not be formally flagged as such, UO is very much inactive. The latest release, dating from almost three years ago, has two flagrant bugs that were reported 18 months ago and for which a fix has been proposed 10 months ago. Neither the initial bug report nor the proposed fix received any attention, and likewise for several new term requests submitted over the past two years.

In fact, as far as I can tell the last time an issue received a comment from someone working on the ontology was in August 2023.

What more does the OBO Foundry need before an ontology is flagged as inactive?

And if UO is inactive, then what should people use instead?
