chromium: CI/CD pipeline for meta-chromium

This is to discuss the implementation of a CI pipeline for the meta-chromium layer.

meta-firefox currently implements a CI pipeline to build and test for several platforms and releases, see https://github.com/OSSystems/meta-browser/tree/master/meta-firefox#build-and-test-status

It'd be worth having something similar for meta-chromium at least building for a few qemu targets and LTS releases, which we can further expand if necessary.

This would be great. Historically I think the biggest blocker was just having the CPU/memory/disk resources to do this and we generally relied on ad-hoc testing provided by WindRiver (cc @SoumyaWind).

@adalessandro Do you know if the V4L2 and/or the other Chromium v136 changes will be merged into scarthgap? If so, do you have an idea when? I have an application that would greatly benefit from the changes you have on master and appreciate the help.
