Summary
Adds documentation that explains CVE Lite CLI's current network behavior and privacy posture, along with roadmap-level guidance for stricter environments.

Some teams will hesitate to adopt a scanner that makes outbound calls unless the behavior is clearly documented. This PR makes the current behavior easier to review and sets up the product contract for upcoming offline and enterprise-friendly execution modes.
