Adding ruff to the dev dependencies and a simple config. This brings in changes from #290, but strips out any of the additional changes that were suggested (e.g. all the formatting fixes that ruff brings).
Running
poetry run ruff check .shows ~100 alerts that can be fixed over time. Once this has been done then we can add ruff to the Github workflows.Additional: Ruff can replace
blackas a code formatter, but that can be discussed later
