v1.9.2

This is CDVN's v1.9.2 release and contains an urgent security update for operators running Lighthouse. It includes also a non-urgent patch fix for Charon v1.9.1. Feedback is welcome and appreciated, please use github issues or discord if you have trouble with this release.
