Refactoring webUI frontend/backend to better support improvements like those demo'ed by NCMI

Create a FASTAPI-based back-end (API) and React-based front-end (WebUI) to simplify adoption of front-end improvements developed by the NCMI team.

This branch will likely be a work-in-progress for some time as it's a big change. These install procedures will be streamlined as this codebase matures.

To demo the current state of the new web backend/frontend:

Clone and setup the local repo

1. If this is a clean install: git clone https://github.com/OceanDataTools/openrvdas.git
   If updating an existing clone with a running instance of the django webUI: turn it off via sudo supervisorctl stop openrvdas:django.
2. checkout the issue_503 branch and submodules

cd <openrvdas_install_dir>
git pull
git checkout issue_503
git submodule update --init --recursive
git submodule update --remote

Setup the backend:

cd web_backend
./setup.sh

Setup the frontend:

cd ../web_frontend
npm install

Start the back-end/front-end

• Backend: run ./entrypoint.sh
• Frontend: (from a new terminal window) run npm start
