refactor: rename Excel plugin and update localization details

- Updated manifest.yaml with a more descriptive plugin name "Excel Cell Operation Tool"
- Enhanced localization labels and descriptions for multiple languages
- Removed deprecated tools: excel-to-xml, markdown-to-excel, and xml-to-excel
