Fix the error in development branch when user permission change, they cannot login to their account.

2. do npm install and ... to run this PR locally
3. Clear site data/cache
4. log as admin user
5. go to dashboard -> Other Links -> Permission Management
6. Choose a Volunteer and change their permission
7. Login as the Volunteer
8. Confirm that you are able to login with no error
