Ramsundar - Add mock week selector UI to PR Grading Dashboard

Description

Added a "Review Week" dropdown selector to the PR Grading Dashboard header. This is a UI-only mockup that allows users to select from the current week and up to 4 weeks back, with dynamically computed Monday–Sunday date ranges displayed below the selector.

Main changes explained:

• This is a UI mockup only — the week selector does not filter or change any grading data.
• The date ranges are dynamically computed from the current date (Monday–Sunday weeks).
• No existing functionality is affected.
• Ready to be wired to real backend data in a future PR.

How to test:

1. check into current branch
2. do npm install and ... to run this PR locally
3. Clear site data/cache
4. log as admin user
5. go to localhost:5173/pr-grading-dashboard, check the review dropdown
