Implement G-SIFI Decadal Roadmap (2026-2035) and CI/Security Hardening

- Deliver decadal roadmap for enterprise AGI/ASI governance with Sentinel v2.4, StaR-MoE, and PQC WORM.
- Create dashboard artifact, generator, and Next.js architect briefing documentation.
- Update governance blueprint roadmap with 2026-2035 technical requirements.
- Hardened server.js against security (rate-limiting) and parsing errors.
- Fixed Deno 'no-unused-vars' linting and Standard JS compliance in server.js.
- Perfected Netlify configuration formatting for _headers and _redirects.
- Resolved DeepSource misconfiguration and Python/YAML linting errors.
