feat(WRE-SENTINEL-IMPL-GSIB-EVAL-WP-063) v1.0.0 — AI-Driven Workflow Recommendation Engine + Sentinel AI Governance Platform implementation (services & data models) and executive critical evaluation of a 2026-2030 G-SIB AI transformation roadmap

WP-063 delivers the implementation-engineering and executive-evaluation layer
on top of WP-061/WP-062, addressing Turn-3 items (7) and (8):

(7) Prioritized implementation plans, reference architectures, services and
    data models for an AI-Driven Workflow Recommendation Engine (WRE) and the
    Sentinel AI Governance Platform v2.4:
    - M1 WRE architecture + 8 WRE services (svcid)
    - M2 WRE data models
    - M3 Sentinel governance services (8, svcid) across control planes
    - M4 Sentinel data models / OPA policies / API endpoints (9 data models,
      12 API endpoints)
    - M5 prioritized P0-P3 implementation plan (13 dependency-aware items)

(8) Executive-level summaries and critical evaluation of a five-year
    (2026-2030) AI transformation roadmap for a Global Systemically Important
    Bank (G-SIB):
    - M6 G-SIB 2026-2030 roadmap (5 phased, gated milestones)
    - M7 executive critical evaluation across Financial / Risk / Regulatory /
      Workforce dimensions (rating + key risk + mitigation)
    - M8 regulator-ready report sections (<title>/<abstract>/<content>)

Artifacts:
- gen-wre-sentinel-impl-gsib-eval.py: reproducible data generator
  (8 modules / 47 sections; trailing-newline emit for pre-commit.ci parity)
- gen-wre-sentinel-impl-gsib-eval-html.py: reproducible HTML renderer
- data/wre-sentinel-impl-gsib-eval.json + public/wre-sentinel-impl-gsib-eval.html
- server.js: WP-063 page route + 26 API endpoints with :id lookups
  (404 handling) under /api/wre-sentinel-impl-gsib-eval

Also: gen-civ-agi-master-synthesis-2030.py (WP-062) now emits a trailing
newline so regeneration is byte-identical to the pre-commit.ci-fixed JSON on
main.

Verification: data & HTML regenerate byte-identical; node --check passes;
all 26 endpoints return 200, :id lookups return 200/404 correctly; page loads
with zero console errors.
