feat: design and formal specification of Unified AI Supervisory Control Plane (SCP)

This comprehensive release delivers the full architectural, formal, and cryptographic foundation for a G-SIFI grade AI Supervisory Control Plane (SCP), specifically architected for decadal governance (2026-2035).

Key Deliverables:
- **Unified SCP Core & G-SIFI Blueprint:** Detailed design with Mermaid flow diagrams, TEE enclave boundaries (AMD SEV-SNP/Intel TDX), and ZK-Compliance evidence pipelines.
