Add shared automation presets and OCR sequence fixes

• add shared PhonePilot automation preset execution for confirm/slide flows
• add shared device action runtime and MCP tools for automation presets
• move dynamic sequence resolution to Electron main and fix browser-side fs/path issues
• tune OCR capture settle timing and wallet-flow cooldown handling
