docs: add project documentation and update metadata
Added CODE_OF_CONDUCT.md, CONTRIBUTING.md, and LICENSE.md to establish project standards and guidance for contributions. Updated setup.py with new metadata to reflect the current version and maintainership. These changes improve project organization and contributor clarity.
