Refresh guide for Hermes v0.17.0 "Reach" + v0.18.0 "Judgment"

Summary

Brings the guide current from v0.16.0 (June 17) to v0.18.0 "Judgment" (v2026.7.1), covering both the v0.17.0 "Reach" and v0.18.0 windows. Adds a new Part 26 — MoA, Verification & Self-Improvement (with a matching assets/moa-judgment.png banner in the guide's neon style), refreshes the README (badges, tagline, What's New, quick-nav, TOC, repo map → 27 parts), updates every affected part, and removes now-inaccurate content.

Per-part highlights:

• Part 26 (new): MoA presets as selectable models + /moa, evidence-based verification + /goal completion contracts, /learn + /journey, background fan-out, everyday v0.18 commands, team scale-to-zero, v0.16→v0.18 upgrade checklist
• Part 15: iMessage via Photon (hermes photon login, no Mac) as the recommended path with BlueBubbles repositioned as the self-hosted alternative; official WhatsApp Business Cloud API; Raft agent network; Telegram Bot API 10.1; platform count → 25+
• Part 24: v0.17/v0.18 desktop — Projects (coding rail, review pane, worktrees), multi-terminal, memory graph, watch-windows, VS Code themes, notifications, remote media relay
• Part 9: new Vertex AI provider, Cursor Composer via xAI OAuth, moa virtual provider; removed Gemini-CLI OAuth guidance (providers deleted in v0.18) with a migration note
• Parts 7/8/22/23: memory batch ops + /journey audit loop, delegate_task(background=True) + fan-out, new §9 "Newer Power Moves (v0.17 → v0.18)", /goal completion-contract note, opt-in Curator consolidation
• Parts 18/21: fixed stale Gemini-OAuth references
