[Feature Request]: Enable Peripheral Inspector

Description

The Peripheral Inspector is included in the Arm CMSIS Debugger Extension. But at the moment, one would need to manually add a path to the SVD file to really fire it up.

We need to enable this end-to-end, also considering that SVD path information is going to be provided through the cbuild-run file.

Note that there was a discussion on the Peripheral Inspector itself how to provide such configuration. See eclipse-cdt-cloud/vscode-peripheral-inspector#19 (comment) and continued discussion. This should be considered for completion as part of the work here.

Should be working already with 0.1.1 release except from updates while CPU running. But this affects functionality from other extensions, too. See #160 . Hence out of scope for this issue here.

Could consider in future to check extension settings (CDT GDB Adapter and others) and their feasibility with the Arm CMSIS Debugger solution. But at the moment we should rather invest in fixing such shortcomings.

Closing issue, raise new enhancement requests/bugs for further refinement.
