[Bug]: Component List incomplete when opened twice

Note: this project uses a pack that is installed in the repo

When the component list is opened the first time, it is correctly shown:

Another click on on "Manage Software Components" just shows the select components.

It is expected that the complete component list is shown.

Problem seems to be related to ARM-software/vscode-cmsis-csolution#504
