Missing pack defined in clayer does not get installed.

IMPORTANT: As work around the pack: ARM::SSE_320_BSP@1.1.0 is now also defined in sds.csolution.yml. This line needs to be removed to see the problem.

When the layer that defines the pack is not selected, and the related pack is not installed (here ARM::SSE_320_BSP@1.1.0), the following output appears

The pack gets instantly installed, once the Target "SSE-320-U85" is selected (as it is defined in Board\Corstone-320\Board-U85.clayer.yml

I would expect that the solution also builds without the ARM::SSE_320_BSP@1.1.0, provided that the target which uses this layer is not selected.

The root cause for the csolution convert failing when the ARM::SSE_320_BSP@1.1.0 is not present is due to the mlops: node specifying the target set SSE-320-U85.

    simulator:

The inconsistency we have at the moment is that the csolution list packs -m is not extending the search to missing packs to target sets listed under mlops:.

run csolution list packs SDS.csolution.yml -m without active target set to list all missing packs.

Agree on low priority.
