This updates the Volcano scheduler RBAC in:
charts/runner/charts/volcano/templates/scheduler.yaml
to add
resourceclaims/bindingwithupdateandpatchverbs for Kubernetes 1.36 DRA granular status authorization.The scheduler role already includes
resourceclaimsandresourceclaims/status; this adds the binding subresource permission required for scheduler updates.
