Sunsetting Legacy Editor

New editor to be sunset on April 1st 2026

With the collaborative editor as the default experience we'd like to sunset the legacy editor:

1. removing access to the legacy editor by disabling experimental features
2. removing access via /legacy in the URL
3. notifying users that the legacy editor is being deprecated

What is the relationship between this issue and #4850?

• for Deprecate and remove the legacy workflow editor #4850 : we got the go-ahead from product to move forward despite the existing users, they've had ample notification of the deprecation
• @doc-han please confirm that you've factored in Joe's comment here in your PR
