Show discard action only for dirty code tabs

Summary

• Hide the discard button unless the active code tab has unsaved changes.
• Simplify the save button styling and state-specific visual treatment.
• Keep the save action disabled while a save is in progress.

Testing

• Not run (PR description only).
• Reviewed the diff to confirm the discard button now renders only for dirty tabs.
• Reviewed the save button class/state changes for the dirty, saved, and clean states.
