After I set https in config file, start server failed with following error message. How to resolve it?

从这周开始115开放平台经常掉线，提示Failed get objs: failed to list objs: code: 40140117, message: refresh frequently，这是什么问题啊？

复制存储中的文件到另一个存储时，从百度网盘到115网盘，当复制到1t之后速度降至0，但是在客户端网页端这两个网盘的上下传速度依然正常。
