build(benchmark): separate OpenBLAS link flags from make dependencies

- Add OPENBLAS_LIB_DEP for the default in-tree library dependency
- Use OPENBLAS_LIB only on linker command lines
- Avoid treating command-line library flags such as -lopenblaso as files
