No support for SHGEMV (FP16)

There is support for SBGEMV (BF16) but none for SHGEMV (FP16).

Should this function be included for BFLOAT16 and HFLOAT16 types? I'm getting compiler warnings with these types.

It seems that the absolute value comparison would need to be promoted to float32?

Do you find it useful anywhere ? So far, it seems to be used by the generic ztrsm_?copy (most likely original GotoBLAS) and its SVE reimplementation. For (b/h)float16, the arguments would have to be "IFLOAT" and indeed I'm not aware of standardized
variants of fabs for those, so you'd need to promote to regular float. In the end it might be faster to roll your own RISCV implementation of the whole thing...
