If using OVS with DPDK, the other_config:pmd-cpu-mask value should be excluded from the OpenNebula scheduler so those CPUs don't become available for VM pinning.
Ideally we should have isolcpus automatically set on the KVM host when added to the frontend based on this bitmask.
