docs: add QA UI testing guide for spp_alerts module

Comprehensive USAGE.md with 14 sections and ~50 test cases covering
navigation, alert rules, manual alerts, list/kanban views, state
transitions, keyboard shortcuts, cron, security roles, multi-company,
alert types, and edge cases.
