In the event a detection rule does not have its modified date and/or version number updated (manually) as part of a modification, the framework should be able to detect and adjust this.
While there are scenarios where one might not desire for a certain change to bump the version (e.g. fixing a spelling error in a description), the modified date should by definition always be set to the current date.
