Fix broken environments.html links in openvox_8x docs

The environments page was split into environments_about.html and
environments_creating.html during the Puppet docs migration, but
reference-style link definitions across 20 files still pointed to
the old environments.html. Update all references:

- Plain environments.html links -&gt; environments_about.html
- #about-environmentpath -&gt; environments_creating.html#environmentpath
- #setting-up-environments-on-a-puppet-master -&gt; environments_creating.html
- #enabling-directory-environments -&gt; environments_creating.html

Fixes 42 htmlproofer failures.
