Describe the Bug

On the original Puppet Bolt documentation, certain navbar parents with sub-topics had their own page content, like https://help.puppet.com/bolt/current/topics/plans.htm and https://help.puppet.com/bolt/current/topics/tasks.htm.

The source files of these exist in our repos (example: https://docs.openvoxproject.org/openbolt/latest/plans.html), however:

1. our jekyll templates don't render the links to them in the navbar
2. the rendered pages don't include links and summaries to their sub-topics, like the original site did

Expected Behavior

Navbar behavior matches original docs, and topic pages (plans, tasks, etc) are visible, as seen at https://help.puppet.com/bolt/current/topics/bolt.htm

Steps to Reproduce

1. Go to https://docs.openvoxproject.org/openbolt/latest/

2. Try to click on "Plans" in the left nav bar (should go to plans.html, instead expands/collapses topic group)

3. Go to https://docs.openvoxproject.org/openbolt/latest/plans.html

4. Compare missing sub-topic links with https://help.puppet.com/bolt/current/topics/tasks.htm
