Linux - some characters do not output correctly in text files

I tested the plugin on Linux (Debian) and some characters such as the degree character for temperature did not output in text files correctly. They display fine in the UI. This must have something to do with the UTF character set that is being used for text. It looks fine on Windows. I'll have to look at this more later. It does not impact the time series values themselves. I do not know if this is an issue on the Linux that Reclamation uses.

Otherwise, all the KiWIS automated tests that I have defined passed.

I think I just need to confirm that UTF-8 encoding is used when writing text files. See the following link:

However, I don't know if this will cause issues with the file contents and other applications. I need to do some testing such as with DateValue files, which are used extensively. Worst case, I could add a command parameter to select ANSI, UTF-8, or other encoding for output.
