emergency-withdraw: regenerate lockfile with cross-platform optional deps

npm ci on the Linux CI runner failed with EUSAGE — the lockfile was
missing @emnapi/core@1.10.0 and @emnapi/runtime@1.10.0. The lockfile had
been built up incrementally on macOS, so npm never traversed the
@tailwindcss/oxide wasm32 fallback subtree that pulls them in.
