emergency-withdraw: rewrite zh-TW / ja translations for native phrasing

The first i18n pass read as translated-from-English in places. Reworks
both non-English tables into native, idiomatic copy:

- Drops the English spaced em-dash ( — ) throughout zh/ja; restructured
  with native punctuation or clauses.
- Full-width CJK punctuation (，；：？（）) across all zh/ja prose; ASCII
  punctuation inside `code` spans (e.g. `?config=<url>`) left intact.
- zh: fixes calques — 翻起→設定生效, 完全自包含→完全獨立,
  無效的整數→整數格式無效; consistent 連接 / 按比例 wording.
- ja: fixes シードキー→シードフレーズや秘密鍵, ウォレット拡張→
  ウォレット拡張機能, a stray Chinese 排隊→キュー, unifies 比例配分.
