Do I have to upgrade to .NET 10 to use OrchardCore.Commerce 3.1.0, please? How can I upgrade my existing .NET 8 project to .NET 10 in a Visual Studio 2022 ?

You don't have to upgrade yet, 3.1.0 doesn't require .NET 10. As you can see here it's built for the net8.0 framework.

OCC 3.1.0 is the final NuGet release built for Orchard Core 2.x and .NET 8.

The main git branch and the latest nightly on Cloudsmith already targets Orchard Core 3.0 preview and .NET 10. The next release (OCC 4.0) will come out soon when Orchard Core 3.0 is officially released to NuGet. Note that Orchard Core 3.0 requires .NET 10, so you have to upgrade to .NET 10 to use OC 3.0 and OCC 4.0.

To upgrade to .NET 10, you have to download the latest SDK and ASP.NET Core runtime. If you use Visual Studio you also have to upgrade to 2026, because 2022 doesn't support .NET 10. Then simply find and replace
<TargetFramework>net8.0</TargetFramework>
with
<TargetFramework>net10.0</TargetFramework>
in all of your csproj files.
