Describe the Bug

Speaks for itself mostly.
I'm pretty sure most 2D in-game textures aren't supposed to render this way.
It's been here as long as I've known. Thought it was normal because the game is a Japanese Launch title that used a trick to get the game to look better on CRT TVs, but I later found out that's not the case.

Reproduction Steps

n/a
Happens in both Hardware and Software mode.

Expected Behavior

This has been recorded on a legitimate PS2, so it's obvious the textures shouldn't look this way:
