Tested quickly on macOS, seems to work fine.

Description of Changes
This PR adds the
-datapathlaunch arguments which allows user to overrides the data directory that PCSX2 uses.Rationale behind Changes
QoL improvements. was also suggested by @TellowKrinkle some times ago.
Suggested Testing Steps
Check that the custom path works across all 3 OSes.
Pass in
