Update the `@copyright` tags in all file docblocks to: * Have the correct "end" year for the Squiz copyright. * Have a secondary `@copyright` tag for the PHPCSStandards organisation and contributors. This basically standardized the `@copyright` tags going forward, without rewriting history. Includes removing a few unnecessary `@author` tags from files new to 4.0. Note: in some case the `@copyright` tag for "PHPCSStandards and contributors" has a year earlier than 2023. In that case, the tests were originally written for PHPCSUtils and have since been ported over to PHPCS itself.
