ci: add environment diagnostics for distribute CI

Summary

Add basic environment information logging at the start of the distribute CI script to help debug runner configuration issues.

• Log current date/time
• Log hostname and user
• Log working directory

This helps CI maintainers quickly verify the runner environment when investigating test failures.

Test Plan

• Verify the CI workflow triggers and runs
• Confirm environment info is logged in the CI output
