[WebUI] Remove Tailwind preflight styles

Description

This PR consists of removing Tailwind preflight.css to avoid any overridden styles.

How Has This Been Tested?

Tested locally and ensured the following:

• AceternityUI/Tailwind components are unaffected on the Landing Page
• API Docs pages are not affected by preflight styles (removed manual base override to ensure list styles were not overridden by preflight)

• Bug fix (non-breaking change which fixes an issue)
