Expected behavior

Minecraft beacons should not be able to have effects that are greyed out in the beacon GUI. They should also never be allowed to have regeneration 2, even if the beacon is maxxed out.

Observed/Actual behavior

Using Meteor Client's Better Beacons module, you are able to select and use effects that are normally greyed out in the beacon GUI. You are also able to get regeneration 2 on a maxxed out beacon.

Steps/models to reproduce

1. Build a level one beacon (one layer beneath the beacon)
2. Enable the Better Beacons module in Meteor Client (the beacon GUI will change slightly)
3. Place an ingot into the beacon, then click an effect that is usually not allowed on level one beacons
4. Press the check button, and you will now have the effect.

To get regeneration 2:

1. Build a maxxed out beacon
2. Enable Better Beacons
3. Place an ingot into the beacon
4. Click on regeneration 1 on the "primary effect" side of the beacon GUI, then click on regeneration 2 on the "secondary effect" side
5. Press the check button, and you will now have regeneration 2.
