The checks above aren't really useful at the moment in PRs (integration tests will be fixed later, v3 test suite removed, and typing will be fixed later). Now (at a glance) we can check if builds are passing properly.
Also wrapped some typing fixes into this PR
Note that in the last week docs builds have been failing due to numpy/numpydoc#638 . This will be resolved with a 1.9.1 release . I think its fine leaving as is (i.e., not pinning
<1.9.0) since we aren't actively making changes to v4/v3 docs.
