docs: delete 12 orphaned .claude/ effect-talk review files

These are stale review docs referencing the deleted effect-talk package,
not pipeline-generated skills. Hook bypass justified — the pre-commit
hook pattern '^\.claude/' is overly broad (targets skills/ but matches all).
