PR preview environments for front-end

For each pull request, create a preview environment in Digital Ocean. Front-end complement to PhilanthropyDataCommons/service#1275. The task is simpler than the back-end because front-end apps are static sites. This can use the same utility proxy server to allow for authentication, resolving #328.
