Moving this issue over from the front-end, as it's actually a service change request: PhilanthropyDataCommons/front-end#1385

In the bulk-upload tool, it currently does not allow blanks/empty string values for fields expecting files (in the zip file). We'd like to modify the processing rules so that if a blob field does not have a filename in the csv, we move forward without attempting to process a file for it.
